Any small business owner with employees must file Form 940. The purpose of this article is to help you understand what Form 940 is all about and why you must file it. Not filing is not an option. Not filing will result in a letter from the IRS wondering why you haven’t filed this tax return. And not filing could result in still penalties that you really want to avoid. So read on to get an overview of this payroll tax requirement.

The purpose of Form 940 is to report your federal unemployment tax liability, aka “FUTA”, which stands for “Federal Unemployment Tax Act”. Every employer must pay federal unemployment tax to the IRS. The employee does not pay the tax, nor can the employer withhold this tax from employee wages. This tax is used to pay unemployment compensation to workers who lose their jobs.

The tax is usually 0.8% of the first $7,000 of wages paid to each employee each year. So if an employee’s compensation is $7,000 or more in a given year, the employer pays $56 ($7,000 x 0.8%) in federal unemployment tax. If the employee’s compensation is less than $7,000, the FUTA is calculated as follows: compensation x 0.8%.

The IRS requires that the tax be paid quarterly whenever the FUTA quarterly liability exceeds $500. If the quarterly liability is less than $500, then no payment is required and that quarter’s liability is carried over to the next quarter. Example: in the first quarter, your FUTA liability is $400, so no payment is required. In the second quarter, your FUTA liability is $300. So now that your total year-to-date liability (first and second quarters combined) is $700, you must pay the entire $700 because that amount exceeds $500. In the third quarter, your liability is $400, but no payment is required. In the fourth quarter, you must pay any remaining liability for previous quarters as well as the fourth quarter, regardless of the amount, even if the liability is less than $500.

Form 940 is only filed at the end of year and is due by January 31 of the following year. The form reports total wages, wages subject to federal unemployment tax (i.e. any compensation in excess of $7,000 to any employee), the FUTA tax liability for each quarter, any FUTA tax payments made in previous quarters, and any remaining balance due.

Should a quarterly payment be required for any particular quarter, that payment must be made via the federal tax deposit system, i.e. via Form 8109 at your local financial institution or via EFTPS, the Electronic Federal Tax Payment System.

Any required quarterly payment must be made by the end of the month following the end of the quarter, i.e. Quarter 1 payment is due April 30, Quarter 2 payment is due July 31, Quarter 3 payment is due October 31, and Quarter 4 payment is due January 31.

We have all been doing fire drills since we were in grammar school. But in a modern industrial environment there is a lot more to consider than just marching the students down the hall.

In a manufacturing situation, there are specific actions that need to be taken by machine operators to shut down the machines safely and to minimize the restart expense. And if you are not actually shutting down your machines for a drill, then you don’t know if your procedures actually work.

When I worked in a printing facility handling flammable liquids, each employee had specific duties that he was expected to perform on his way out the door in the event of a fire. These duties included things like pressing an emergency stop button, releasing a safety latch to cover flammable liquids or closing a door to a room where flammable liquids were stored.

In a standard evacuation drill, there was no way to observe if every one did their jobs correctly or if they even knew what these jobs were. Practicing these jobs only once or twice a year was ineffective in making sure the workers were trained in the tasks.

Because it was very expensive to restart the printing presses after any shutdown, we had to minimize the actual machine stoppages as well.

The most effective method we found for training personnel in their evacuation duties was what we called the one at a time fire drill.

About once a month, our fire and emergency procedures team would take a list of employees and arrange with their supervisor to have them lead the trainer through their evacuation duties. The trainer would observe their actions and compare what they did to the written procedure. If necessary, the trainer could take corrective action immediately and give feedback on how they followed the written procedure.

If there was a deviation in the actions of the employee from the procedure, the team member determined if training was required or if the procedure need to be modified to match current work practices. Therefore, the one at a time fire drill accomplished two valuable purposes – Procedure review and training.

Since the machine was not actually shut down and the work crews not fully evacuated, the cost of this training exercise was minimal. Usually the only cost involved was that of having an extra staff member on hand to fill in for the one being trained.

We found this method of training to be very effective. Many operators who had been in their jobs for several years had never been given the opportunity to actually walk through their fire control duties before we instituted this program. We found several procedures that were unworkable as they interfered with the primary action of evacuating the building.

When executing a one at a time fire drill training plan, be sure to include every one. Even those whose only duty is to get themselves out of the building. Walk with them to the exit so you know they know which one to use.

Also consider lines of progression as an employee may be temporarily promoted to a different job task from time to time. Make sure you arrange to train them on the emergency duties of the temporary advancement position as well as the regular duties.

Another aspect to consider in evacuations and evacuation drills is the event of inclement weather. It does not help to have employees evacuate a burning building only to die from hypothermia on the outside.

As with most things electronic, as you lower the size or the price you can gain portability but you will inevitably sacrifice capabilities. The Kindle Fire is first and foremost an e-reader. The iPad has access to over 140,000 apps so there is sure to be an app to fill your needs. There are apps for Business, education, entertainment, games, lifestyle, news, social networking, travel, and on and on and on. The iPad is very versatile. It will solve a myriad number of productivity goals.

As an e-reader, the Fire has access to over one million titles. The Kindle Store contains the largest selection of the ebooks people want to read including New York Times® Best Sellers. Most new releases are priced at $9.99. Wow! That is a lot of available reading. Here’s the catch. Remember, I mentioned that the smaller price of the Kindle sacrifices some capabilities. Amazon had to work hard to keep the price of a Kindle as low as possible and means some features had to be left out. One of those is 3G access. The Kindle is only available with Wi-fi. And it has only 8GB of internal memory (approximately 6GB available for user content). That’s enough for 80 apps, plus 10 movies or 800 songs or 6,000 books. In addition to the on board memory you will have access to the Amazon Cloud. You get 5GB of free online storage to store anything you want, and you can access it from anywhere. Just remember that you have to have your media on board before you leave your wireless hot spot.

Amazon Prime members enjoy unlimited, commercial-free streaming of over 10,000 popular movies and TV shows. However, there is an additional charge for Amazon Prime of $79 per year; the first month is free when you purchase a Kindle.

With the iPad you will have 16GB of storage with the options of 32GB and 64GB. The iPad is a computer vs. an e-reader. You also have the option of adding 3G connection capability. This will push your cost for an iPad from $499 for the 16GB/Wi-fi model to $829 for the 64GB/Wi-fi/3G model. With the additional cost of an iPad vs. a Kindle you do get many more features: a 9.7″ (diagonal) touch screen, cameras (front and back), longer battery life, built-in speaker, and a microphone. If you are tech savvy and comfortable with the additional features this is definitely a plus.

For those who may want a simpler interface the Kindle Fire is intuitive and even first time users will quickly find the music or books they may be after. When reading, the Fire will be easier on your wrist and hand with its lower weight but when it comes to video the iPad has the advantage of a larger screen.

When comparing price, size, portability, ease of use, weight, and visual experience, hands down the Kindle Fire is the winner here, and will probably cut into Apple’s iPad2 sales.
